On July 26th, 2023 the Official Gazette of the Federation published the Decree creating the Front Office Window for Investors and the Sole Registry of Investment Projects (the “Decree“), which will commence its operations 180 days from the day following its publication.
Pursuant to the Decree, through the registration in the Sole Registry of Investment Projects, people interested in carrying out investment projects in Mexico equal to or greater than 100,000,000 USD (One Hundred Million Dollars) will have the guidance and assistance of the Ministry of Economy in connection with the procedures that – in accordance with the applicable legislation – must be carried out to invest in different areas, except in financial, banking, credit, savings and financial innovation matters.
On the other hand, the Front Office Window for Investors seeks to ensure that any potential investors, regardless of the amount of their investment, have access to all relevant information to carry out all necessary procedures to invest in Mexico (corresponding authorities, requirements, costs, response times, offices, telephone numbers, etc.). It also aims to provide investors with updated information validated by the corresponding authorities on relevant aspects that will allow them to make decisions while investing (communication routes, supply chains, labor force, infrastructure, geographical location, etc.).

El 26 de julio de 2023 se publicó en el Diario Oficial de la Federación, el Decreto por el que se crea la Ventanilla Única para Inversionistas y el Registro Único de Proyectos de Inversión (el “Decreto”), mismos que iniciarán operaciones en 180 días contados a partir del día siguiente a su publicación.
Conforme al Decreto, a través de la inscripción en el Registro Único de Proyectos de Inversión, las personas interesadas en llevar a cabo proyectos de inversión en México iguales o mayores a 100,000,000 USD (Cien Millones de Dólares) contarán con el acompañamiento de la Secretaría de Economía en relación con los trámites que – conforme a la legislación aplicable – deben llevarse a cabo para realizar inversiones en distintos ámbitos, salvo en materia financiera, bancaria, crediticia, de ahorro y de innovación financiera.
Por otro lado, Ventanilla Única para Inversionistas busca que los inversionistas interesados, sin importar el monto de su inversión, tengan acceso a toda la información relevante para llevar a cabo todos los trámites necesarios para invertir en México (autoridades competentes, requisitos, costos, tiempos de respuesta, oficinas, teléfonos, etc.). Además, pretende que éstos cuenten con toda la información actualizada y validada por las autoridades competentes sobre aspectos relevantes que les permita tomar decisiones al momento de invertir (vías de comunicación, cadenas de suministro, fuerza laboral, infraestructura, ubicación geográfica, etc.).
