Ulises Moreno

Biography

Ulises, our lead partner of the Administrative law and Government procurement practice, has more than 25 years of experience in the public sector, mainly in legal areas, public procurement and institutional relations, as well as ESG.

He was the administrative authority in the Tax Administration Service (SAT) as head of the internal control body, in the Mexican Institute of Social Security he was legal director, in the Attorney General's Office he was general director of the Specialized Public Prosecutor's Office.

He was also legal director of ISSSTE and Banrural, legal director of Financiera Rural and FIRA-Banco de México. In his career in the public sector, Ulises Moreno stood out as a resolute negotiator in a large number of highly complex technical situations.

Ulises holds a law degree from the Universidad Autónoma Metropolitana, a philosophy degree from the Universidad Panamericana, an LLM with a specialisation in Public Law from the Universidad Anáhuac and a Ph. D. in law with honors from the Universidad Panamericana.

• Represented the Government of the State of Baja California Sur.
• Headed the Mexican Social Security Institute as General Counsel.
• Headed Afore XXI-Banorte as Legal Director.
• Represented the Bank Savings Protection Institute as Assistant Secretary of Administration and Budget.
• Managed the Tax Administration Service as General Administrator of Resources and Services.
• Represented the Ministry of Public Function as Head of the Internal Control Organ of the Tax Administration Service.
• Headed Fideicomisos Instituidos en Relación con la Agricultura (FIRA) as Deputy General Director of Administration and Legal.
• Headed Financiera Rural as Deputy General Legal Director.
• Represented ISSSTE as Deputy Legal Director of Litigation.
• Headed the Attorney General's Office as General Director of the Specialized Public Prosecutor's Office "A".
