On June 27th, 2025, the Federal Government, through the Ministry of Economy, announced the second stage of the National Digital Investment Platform (the “Investment Platform”), one of the major advances proposed by the Plan Mexico. This initiative seeks to innovate the way national and international investors interact with administrative procedures in Mexico, promoting a more agile, transparent, and efficient setting for the incorporations, setup, and operation of the investments through various vehicles.
The Investment Platform´s main objective is the digitalization and unification of procedures at the three government levels: Federal, State, and Municipal. This platform allows investors to conduct all necessary procedures from a single platform, avoiding the need to attend in person to the multiple governmental entities.
Additionally, in its fourth delivery, a Unified Digital Folder expedient will be compiled for every investor, in which they will upload their documents once only, allowing review by the pertinent authorities and avoiding unnecessary setbacks.
Upon entering the platform, users will be required to complete a brief questionnaire to provide information about their investment project, such as: (i) geographic location, (ii) sector, (iii) business activity, and (iv) destination of the products (domestic or international). Based on the responses provided, the system will generate a detailed guide of the specific Federal, State-Leve and Municipal procedures that must be followed for the exact investment project.
Among with the innovations from the second stage, the implementation of the Federal Procedures for the Incorporation of Companies is featured: this will allow all procedures related to company incorporation to be carried out completely digitally
Investors currently face duplication of documents and different criteria between the governmental entities, leading to delays and additional expenses. Therefore, with the aim of simplifying and standardize the administrative requirements at the three government levels, the Investment Platform seeks to digitize nationwide procedures and requirements, enabling more efficient management and limiting opportunities for corruption and the misuse of discretionary powers.
The Investment Platform will be implemented in four annual deliveries:
- First delivery (April 2025): Initial overview of Company Incorporation in México.
- Second delivery (June 2025): Compilation of federal procedures for online incorporation of companies.
- Third delivery (August 2025): Standardizing state and municipal procedures for business setup and operations.
- Fourth delivery (November 2025): Implementation of the Unified Digital Folder, where investors will be able to upload the required documents into a single folder (depending on each procedure), which can be reviewed by the authority in charge of the procedure, without the need to resend each document to every authority individually.
With the full incorporation of the Investment Platform, a major reduction in time and expenses related to the incorporation of a company in Mexico. With this digitalization and administrative simplification, a reduction of approximately 60% in the time required and 40% in the number of procedures needed to establish a fully operational company in the country is expected.
Thus, the Digital Platform significantly enhances the country’s competitiveness through the modernization of its administrative framework. National and international investments will not only be the ones benefiting, a business environment with greater transparency, efficiency and accessibility will be promoted; positioning Mexico as a benchmark in terms of administrative simplification and, therefore, in attracting investors.
