May 4, 2026 marked a milestone in Mexican economic policy with the publication, in the Official Gazette of the Federation, of the decree establishing a system of immediate authorization for investment projects.
This initiative, directly linked to the 2025–2030 National Development Plan, aims to position the country as a central player in the relocation of global supply chains—a phenomenon known as nearshoring. The fundamental purpose is to eliminate the bureaucratic obstacles that often delay large-scale projects.
Eligibility Criteria
To qualify for this program, investors must meet specific requirements designed to ensure a substantial economic impact.

It is important to note that the financial and mining sectors, as well as projects involving mixed or public ownership, are excluded from this regime.
Management and Operations
The administration of the decree is based on two fundamental pillars:
• Investment Committee: An interagency body (comprising the Ministries of Finance, Economy, Energy, among others) that oversees the viability and compliance of projects.
• National Digital Investment Portal: A unified platform designed to simplify administrative burdens by providing a single point of interaction between investors and the government.
Timelines and Outlook
The procedure is designed to be streamlined: authorities have a maximum of 30 business days to process applications. Authorizations granted under this scheme are initially valid for one year and may be renewed up to two additional times, provided that 90% progress in the financial and physical implementation of the project is demonstrated.
This decree represents a shift toward a policy of administrative streamlining. The program’s success will depend largely on the effectiveness of the Digital Portal and efficient coordination with local entities, which could bolster foreign investor confidence by significantly reducing the time required to launch strategic infrastructure projects in the country.
